Secretary of State Hilary Clinton is strongly condemning the explosions that kill more than 60 people in Uganda Sunday. The deadliest attack occurred at a rugby club as people watched the World Cup final, at least one American was killed in the blast. The militant group al Shabaab is believed to be responsible.

Former President Bill Clinton is expressing frustration at the slow pace of recovery. Six months after the devastating earthquake in Haiti, Clinton says that international donors have given only 10% of the aid they promised, most of that being in debt relief instead of cash. The U.S. has sent only $30 million of $1.5 billion it promised.

The teenager known as the Barefoot Bandit is now in police custody in the Bahamas. Colton Harris-Moore was captured Sunday after a high-speed boat chase with authorities. He is suspected in a number of thefts and break-ins in Washington state, police alleged he stole a plane in Indiana and crashed it in the Bahamas.

BP says it continues to make progress toward placing a new tighter seal to contain the Gulf oil leak. Officials say it could be several more days until it’s known whether the new seal is working correctly. The hope is that this new structure will capture most if not all of the oil spewing from that blown-out well.
