Social medical insurance card, of which the abbreviated name is medicare card, is used as fees of medicine in shops and outpatient service, also playing a key role in basic medical insurance system of urban workers and being called the card of saving lives. However, irregularities are rampant at some social drugstores, including illegal shopping,cash-out, subsidy cheating, low price selling of buy-ins, as well as illegal covert drug black market trade supporting. All these have led to flow of medical insurance funds and deteriorated the phenomenon of high cost in seeking medical treatment, thus burring seriously potential risks for national medicare system.
