Her Majesty the Queen has asked me to form a new government and I have accepted.

今吾君以家國(guó)天下之大事交托于區(qū)區(qū)，區(qū)區(qū)未敢推辭，遂應(yīng)之。

Before I talk about that new government, let me say something about the one that has just passed.Compared with a decade ago, this country is more open at home and more compassionate abroad and that is something we should all be grateful for and on behalf of the whole country I'd like to pay tribute to the outgoing prime minister for his long record of dedicated public service.

明日之事尚不可知，雖然，昨日之事猶在耳際目前。今日之大不列顛，內(nèi)治開(kāi)明，外交寬厚，十載之前，尚不及此。布朗首相兢兢業(yè)業(yè)，殫精竭慮，其功德仁義，不可為吾輩所忘。吾代天下人長(zhǎng)揖謝之。

In terms of the future, our country has a hung parliament where no party has an overall majority and we have some deep and pressing problems - a huge deficit, deep social problems, a political system in need of reform.For those reasons I aim to form a proper and full coalition between the Conservatives and the Liberal Democrats.I believe that is the right way to provide this country with the strong, the stable, the good and decent government that I think we need so badly.

今吾國(guó)財(cái)力困頓，民心不一，朝政失于禍亂，朝中兩黨波詭云譎，吾意必先得人心方可施仁政，朝臣不貳于國(guó)，天下方得安定長(zhǎng)久之治。

Nick Clegg and I are both political leaders that want to put aside party differences and work hard for the common good and for the national interest.

吾與Nick Clegg皆非計(jì)較一己得失之人。大道之行也天下為公，吾不愿以一黨一派之私，而令民不得益，邦不得利。

I believe that is the best way to get the strong government that we need, decisive government that we need today.

此吾輩所以能行決斷之事，定制勝之謀者也。

I came into politics because I love this country. I think its best days still lie ahead and I believe deeply in public service.

吾于國(guó)焉，唯赤誠(chéng)二字而矣。雖一人之身，必盡付與萬(wàn)千子民?；突椭?，昭昭之勢(shì)，可翹首待焉。

And I think the service our country needs right now is to face up to our really big challenges, to confront our problems, to take difficult decisions, to lead people through those difficult decisions, so that together we can reach better times ahead.

今邦之弊也大矣，非直言正視不能去之，非鐵腕快刀不能改之，非此不能復(fù)見(jiàn)吾邦之盛世風(fēng)華也。

One of the tasks that we clearly have is to rebuild trust in our political system. Yes that's about cleaning up expenses, yes that is about reforming parliament, and yes it is about making sure people are in control - and that the politicians are always their servant and never their masters.

民心不齊，邦也不興；民之不信，邦也不振。今必以清理財(cái)政、重整朝綱為上。民為重，君為輕，此一事需謹(jǐn)記。

But I believe it is also something else. It is about being honest about what government can achieve. Real change is not what government can do on its own - real change is when everyone pulls together, comes together, works together, where we all exercise our responsibilities to ourselves, to our families, to our communities and to others.

雖然，國(guó)不可一日無(wú)君，亦不可一日無(wú)民。君民同心，其利斷金，此國(guó)家所以一日復(fù)盛一日者也。

And I want to help try and build a more responsible society here in Britain. One where we don't just ask what are my entitlements, but what are my responsibilities.One where we don't ask what am I just owed, but more what can I give.

若得人人各盡其職，不問(wèn)所得，但問(wèn)所能，不問(wèn)己之所求，但問(wèn)人之所需，四海之外，六合之內(nèi)，吾大不列顛國(guó)可皆撫而有之。

And a guide for that society - that those that can should, and those who can't we will always help.I want to make sure that my government always looks after the elderly, the frail the poorest in our country.

當(dāng)是時(shí)，老有所終，壯有所用，幼有所長(zhǎng)，鰥寡孤獨(dú)皆有所養(yǎng)，此所謂太平盛世也哉。

We must take everyone through with us on some of the difficult decisions we have ahead.

前路若有艱難困苦之處，吾必與吾民共同進(jìn)退，不敢身居人后。

Above all it will be a government that is built on some clear values. Values of freedom, values of fairness, and values of responsibility.

邦不可無(wú)道。自由，平等，責(zé)任，此三者即吾輩之道，不可失之。

I want us to build an economy that rewards work. I want us to build a society with stronger families and stronger communities. And I want a political system that people can trust and look up to once again.

勞力者必有所得，勞心者必有所報(bào)；夫婦父子之道，不可墮也；民心之散也有時(shí)矣，在朝者不可不聚而復(fù)之。

This is going to be hard and difficult work. A coalition will throw up all sorts of challenges.But I believe together we can provide that strong and stable government that our country needs based on those values - rebuilding family, rebuilding community, above all, rebuilding responsibility in our country.Those are the things I care about. Those are the things that this government will now start work on doing.

路漫漫而修遠(yuǎn)兮，吾輩須上下求索，披荊斬棘，后乃可以坐享天下，垂拱而治。父慈子孝，民心向古，人不忘其職，此皆吾一心之所系，亦吾輩耿耿所欲求。
